If you receive a PCN you can check the details and challenge it online.
What you’ll need
To challenge a PCN you must show evidence that your PCN was issued incorrectly or provide a reason why you would not need to pay the charge.
This could be:
- evidence of a valid paid-for parking session
- a valid Blue Badge, if parking in a Blue Badge bay
- photos to show there’s no restricted parking
- evidence of loading or unloading, such as a delivery invoice
You’ll be able to upload documents and images to use as evidence as part of your challenge.

We do not accept any challenges over the phone.

Removed vehicles
If your vehicle has been removed or clamped we will not accept a challenge until the vehicle has been released.
Challenging a PCN for a hire or lease vehicle
If you've received a PCN and the vehicle is hired or leased, we may be able to pass the responsibility to the person who hired or leased it.
For this to happen, you must have:
- an Enforcement Notice
- a Notice to Owner
- a fine for a moving traffic or CCTV offence
The hire or lease agreement must be:
- less than 6 months if short term
- more than 6 months if long term
You must provide evidence that the vehicle was hired or leased under a vehicle hire or lease agreement at the time the PCN was issued. The person hiring or leasing it must have signed a statement of liability in respect of the vehicle during the period of hire or lease.
What happens when I challenge a PCN
For all challenges:
- we'll put your case on hold while we investigate
- we'll normally respond to the challenge within 10 working days
- if your challenge is accepted, there will be no charge and your PCN will be cancelled
- if your challenge is rejected, we’ll explain the reasons for our decision
